The report aims to illustrate how innovation integrated within a project, funded by the Rapid Financing Facility (RFF), on digital government transformation. The process results in the initiation of an incubation programme as an overarching framework to incorporate new ways of working. RFF is the first collaboration between the Governance and Participation Unit and the Accelerator Lab from UNDP in Viet Nam, partnering with the Center for Public Administration from Thua Thien Hue.
Impact / Outcome
The Incubation Programme helped achieve some of the following results: Successfully integrated all of the proposed innovative tools and activities in the fixed project planning; Created a replicable case study to apply digital government transformation projects to other areas and provinces; A new accessible online portal and; Co-contributing to an increase to about 20% of online users (previously, the percentage for 2021 was 4%) during the first six months of 2022.
