Study on post Covid measures to close the digital divide

SDGs Impacted

During the Covid-19 pandemic, digital divides have grown in significance, widening pre-existing inequalities and becoming a key factor of social exclusion. For this reason, closing digital gaps has become one of the top political priorities in Europe. This study utilized four methodological resources such as literature review, interviews, qualitative analysis and case studies of different European countries to identify the problems and recommend solutions.

Impact / Outcome
The analysis has paid attention to the evolution of digital divides by looking at indicators on both the supply and demand side of digital services. From the supply side, the most relevant variables affecting digital divides (coverage and prices) have improved in all European countries. However, evident differences persist between them and between the urban and rural areas. The analysis of the demand side has shown that penetration and usage have improved during the last decade, with a systematic urban/rural divide within countries and a substantial divide between countries which is strongly correlated with the level of incomes.
