Summary

While the FCC provided data identified served, underserved, and unserved locations, it does not tell the entire story associated with reliable access to high speed internet across the totality of HBCU facilities (e.g., dorms, parking structures, class rooms, cafeterias, libraries, and open spaces) to provide seamless access for education. Additionally, the Connecting Minorities Communities Pilot (CMCP) while significant for ~43 HBCUs, 55% of HBCUs did not received any funding and those who did have other pressing needs and may / may not have fully addressed the high speed internet requirements. Based on pilots completed at Claflin University (Orangeburg, SC) with Cisco and another in planning at a Virginia HBCU (with a different provider), leverage new technology that provides high speed internet at a fraction of the cost of fiber with equivalent performance.
