The Inclusive Digital Economy Scorecard (IDES) is a strategic performance tool that has been developed with and for policymakers that are setting the agenda for their nation’s digital economy transformation. Since its launch in 2020, “early adopter” countries, such as Uganda, the Solomon Islands, Zambia and Burkina Faso, have used it to inform priorities, identify barriers to address, and track the development and inclusivity of the digital economy. It is adopted into decision-making processes and its data-driven approach enables policymakers to frame and focus on inclusion gaps and barriers when developing strategy. There is increasing demand in other countries to use IDES, while in all countries there is increasing demand to act on the priorities identified and to implement inclusive policies.
The scorecard has been piloted in Uganda, Burkina Faso, Solomon islands and Nepal in 2020 and is now implemented in 27 countries in Africa, Asia and the Pacific.
