## The context

Today’s pandemics are aggravated by mitigable vaccine equity disparity between regions across the globe. Governments, investors, and pharmaceutical leaders can combine their talents to not only create a more robust and effective pandemic prevention ecosystem for the problems of today, but also foment the innovation to solve the problems of tomorrow. The Regionalized Vaccine Manufacturing Collaborative (RVMC) was formed by the World Economic Forum (WEF) in the wake of the COVID-19 pandemic to address inequities within the global vaccine production ecosystem, especially impacting lower-to-middle income countries.

**5 countries / regions** initially capable of developing COVID-19 vaccines (US, EU, Russia, China, India).

**6.6 miconfirmed deaths** and 20 million excess deaths accompanied by $14-28T in global economic damage as a direct result of COVID-19 by Dec 2022.

**20xmore vaccine doses** in December 2021, high-income countries had twice as many vaccine doses per person compared to lower-middle-income countries , and twenty times more doses than lower-income countries.

## Our mission

Our mission is to facilitate the augmenting of current global scale practices with a mesh of robust regional vaccine manufacturing facilities capable of production during both pandemic and routine eras, specifically catered to each region’s health outcome needs.

## RVMC 8 pillars for Enhancing Vaccine Access Through Regionalized Manufacturing Ecosystems

The eight pillars of the framework are the building blocks of a regional ecosystem, designed to show regions how to address the issues and opportunities they may face.

### Business Archetypes

Develop sustainable commercial and public sector business operations for regionally scaled vaccine manufacturing ecosystems.

### R&D and Manufacturing Innovation

Manage the portfolio of basic, clinical, and applied manufacturing and translational research required to integrate processes, continuously improve yields, assure quality, and promote innovation to achieve the regional vaccine platform coverage, scale, compliance, and optimization necessary to be competitive.

### Supply Chain and Infrastructure

Efficiently operate a resilient, responsive, and equitable regionalized, end-to-end vaccine manufacturing and supply chain ecosystem to meet normal and pandemic vaccine demand.

### Tech Transfer and Workforce Development

Efficiently, effectively, and repeatably enable regions to introduce and operate right-sized vaccine manufacturing capacity at scale.

### Product Regulation

Enable faster access to markets for vaccine manufacturers through mutual recognition and shared submission procedures without compromising quality, safety, or efficacy of vaccines.

### Policy and Governance

Lead and implement cross-border mechanisms to address challenges and opportunities through a collaborative regional policy framework.

### Financial Models

De-risk financing and structure an ecosystem that attracts sustained private, donor and public partnership investment throughout the life cycle of a vaccine manufacturing facility.

### Healthy Markets

Create incentives to direct the flow of capital toward regional manufacturing capacity and achieve an efficient, unified regional market that is scaled, sustainable and transparent in both routine times and during a pandemic.

## RVMC Framework

The RVMC Framework presents detailed paths to implementation and select case studies for regions to consider as they develop their plans to build vaccine manufacturing capabilities.
