Align with the priorities of relevant ministries - Eswatini

Eswatini’s government, led by the Ministry of Health, conducted a Geographic Information System (GIS) Needs Assessment Report for the health sector, which included an evaluation of the need for and integration of Positioning, Navigation, and Timing (PNT) technologies.

Prerequisites:

• Institutional & political interest and support for utilising PNT technologies for services

• Build collaborative relationship and gain support form relevant ministries

• Inter-ministerial working group

Cost:

• Ballpark: USD 50k–250k

• Includes: Inter-ministerial workshops, policy/legal advisory support, stakeholder consultations, drafting coordination frameworks, outreach materials

Timeframe:

• Overall: 6–18 months

• Phase: scoping (1–3 mo, consultation & drafting (3–6 mo, validation & adoption (3–9 mo)

Pros:

• Improved coordination - Clarifies who owns/needs what data and how it can be used effectively

• Informed investment - Helps ministries justify future investments in PNT infrastructure

• Capacity building - Builds local understanding of data gaps and spatial tools

• Foundation for policy - Supports long-term strategy development (e.g., smart city plans, disaster management)

Considerations:

• Initial Cost Without Immediate ROI - Accept that benefits may be long-term and indirect, requiring patience and strategic alignment.

• Sustainability Risk - Secure follow-up funding to ensure recommendations are implemented and impact is sustained.
