This white paper presents the HRI Roadmap for Africa, a collaborative initiative by the World Economic Forum and the African Development Bank to unlock investment in Africa’s frontier markets. It outlines a new approach that brings together governments, investors, and development actors to shift from short-term humanitarian aid toward sustainable, market-driven solutions. By strengthening partnerships, de-risking investments, and building pipelines of investable opportunities, the roadmap aims to mobilize capital at scale and support resilient, inclusive economic growth across the continent.
HRI disclosures are a set of questions used to describe an organization’s operations, impact and scale to private investors in a consistent manner. They enable organizations seeking private capital to share important information with investors through a short document. The disclosures were developed by Dalberg Advisors, in collaboration with CrossBoundary, and the International Rescue Committee and were funded by the United States Agency for International Development.
To fill in the disclosures, organizations will share details about their strategy and governance, operations and risk management processes, and the impact and scale of their operations.

The Humanitarian Investing Opportunity Platform, an interactive web tool (beta version), aims to provide an initial overview of publicly accessible deals and projects to enable investors, development finance institutions, donors, and others to see open and completed humanitarian investing deals and collaborate with others in the space.
The tool is designed to help you identify key barriers preventing your organization from engaging in Humanitarian and Resilience Investing (HRI) ). Areas assessed include Mandate, Organizational Support, Systems and Procedures, Resources, and Implementation. If you are interested in taking this self assessment and engage in organisational readiness please contact us on HRI-initiative@weforum.org, and we'll share the digital survey with you.
