Challenges to investment
Prior to launching its energy efficiency sensitization program, Côte d'Ivoire faced challenges in creating a culture of energy conservation. Public understanding of energy-saving practices was limited, and there was minimal engagement from both individuals and businesses. The government’s efforts to enforce energy efficiency standards and encourage the use of efficient appliances were challenged by the population's limited awareness of their benefits.
Approach
In response to these challenges, in 2021, Côte d'Ivoire's Ministry of Energy launched a comprehensive sensitization program with the support of the Bureau d’Economie d’Energie (BEE) and the European Union. The program, which is part of a broader 2021-2030 strategic framework, aimed to raise public awareness and foster a culture of energy conservation across multiple stakeholder groups, including households, industry professionals, and government entities.
The public outreach campaign spanned over several large-scale communication efforts across the country, using a variety of channels such as roadside billboards, local radio interviews, TV advertising and community events to promote energy-saving behaviors. The campaign focused on three major types of equipment: thermostats, lamps, and air conditioners, with an emphasis on how to select and install these devices to optimize energy savings.
The capacity-building component of the program was equally critical. The government organized training sessions and workshops for professionals in the energy and building sectors to promote the adoption of energy efficiency measures. The initiative facilitated energy audits and the implementation of energy-saving standards in both commercial and residential buildings.
Key Enabling Conditions
Several factors contributed to the success of Côte d'Ivoire’s energy efficiency awareness program. High-level political support from national leadership played a pivotal role in elevating the importance of energy efficiency and driving momentum for the program’s initiatives. The multi-year strategy planification helped structure the approach and campaign. Additionally, the comprehensive communication strategy, which involved multiple channels such as mass media, workshops, and public events, ensured widespread dissemination of energy efficiency messages and helped create a strong foundation for behavioral change.
Impact / Outcomes
Public awareness of energy efficiency increased across different segments of the population and businesses, thanks to the comprehensive and multi-format approach to this campaign. The program also garnered strong support from various business partners, leading to the adoption of energy-saving practices in their operations and encouraging wider adoption of energy-efficient behaviors across industries.
