Climate adaptation finance remains significantly underfunded compared to mitigation, despite advances enabling precise measurement of resilience benefits through avoided loss calculations and digital twin simulations. While mitigation investment scales via standardized, monetizable units, adaptation struggles due to its historically localized nature and measurement challenges. Now, climate analytics can quantify adaptation's financial value at scale, democratizing resilience measurement. However, investment still lags because a unified institutional framework—standardized metrics, shared data architecture, and economic incentives akin to mitigation's experience—is needed to harness these tools and drive large-scale adaptation finance.
