## TIC members express their ambition to develop a collective transition strategy by signing the Statement of Ambition, and use a common set of KPIs to measure their economic and environmental footprint.

## Key Performance Indicators

A core component of the Statement of Ambition is the industrial cluster’s four Key Performance Indicators (KPIs), providing a common basis to measure its economic and environmental footprint.

### GHG emissions

The GHG Emissions Toolkit proposes a structured approach to capture the base year and current emissions profile of the cluster as well as its collective reduction goals. This approach follows four key steps: (0) define the cluster boundaries and what to track, (1) define base year emissions, (2) set shared reduction targets, and (3) develop a collaborative emissions reduction strategy and track progress. This structured process enables clusters to align priorities and chart a clear, actionable decarbonization pathway.

### GDP

The GDP Toolkit proposes a structured approach to capture the economic value generated by the clusters’ activities. It enables the calculation of base-year and current GDP contribution as well as projected impact at target years. For the purposes of this toolkit, GDP contribution is estimated as gross value added (GVA), calculated at facility level and aggregated across the cluster.

### Jobs

The Jobs Toolkit provides a structured approach to capture the employment generated by the cluster’s activities. Its methodology enables it to calculate base-year and current jobs as well as projected jobs protected and created at target years.

### Water

The Water Toolkit proposes a structured approach to capture the cluster’s base year and current water withdrawal, discharge and reuse from local sources as well as its goals. Such approach follows three key steps: (1) define base year water use (2) set shared targets, and (3) develop a collaborative water gap analysis and management strategy, and track progress. This structured process enables clusters to align priorities and chart a clear, actionable sustainable pathway.

### Statement of Ambition

The Statement of Ambition (SoA) is a non-legally binding document signed by the industrial clusters participating in the TIC community. Its purpose is to send a firm message on the importance of a collective approach with regards to maximizing economic, social and environmental outcomes. The document includes:Cluster partner organizationsCluster technologies and industriesCluster targets and Key Performance Indicators (KPIs)
